same city airports

I was just wondering ???... what's the (un)logic behind your reasoning when assigning tourism or other bonuses to cities? And why do same city airports not gain the same bonus, after all, they are all in the same city?!

Example: Brussels south (in belgium) is actually a bit of a drive from Brussels, so, even though the name, it is not actually in the (same) city, and thus no bonus. So far so good. However: Sao paulo: there's Guarulhos (the most famous and international one, so transfer bonus only for them, ok) but you have congonhas as well, and for tourism, this airport is actually almost in the city center, but yet no tourist bonus. I did not look at all airports, but i guess there should be a bunch more airports like this in the game.

So, what's the reasoning behind your thinking, if i may ask so (no offence intended), to allocate same city airports different or even no bonuses?

These charms are added manually, there's like 4k airports, patson is probably just adding then as he notices the need or someone asks in the forum.

edit:
Actually, every airport in existence has a reason to be there (a charm), so I think that he's adding charms to airports that he feels should have more passengers, above what it's local pop coverage allows.
