Florida appears to be missing a lot of its population. The best example is the south. As I see it, the game has: One city in Miami-Dade County: (Miami, population 399,000.) One city in Broward County: (Fort Lauderdale, population 166,000.) One city in Palm Beach County: (West Palm Beach, population 100,000.)
It would be fine to have one city in each of these counties if these cities were meant to be representative of the larger urban areas surrounding each of them. But their in-game populations are matching their populations in the 2010 census from
within the city limits. And Florida is fragmented with huge numbers of "cities" in each metro area.
Effectively, the game's isn't representing the populations of places like Hialeah, Miami Gardens, Miami Beach, Homestead, North Miami, Coral Gables, Pembroke Pines, Hollywood, and Boca Raton.
All told, those three counties have a population of around 6 million combined in real life, but only 700,000 in-game.
To fix this, I'd suggest going by county or metro area or adding the smaller cities.
