Last enhancement before V2 : Loan changes

This is the last enhancement I will put in before starting V2 coding!

Loan interest rate will now fluctuate like in real life too! It's not as volatile as in the oil market and the loan interests have been reduced to a more reasonable level.

I will deploy the change later tonight or tomorrow!  :D
