It is for the whole airline. But im still adjusting difficulty and im thinking to raise the limit for regional flights or add create a few more grades

One strategy u might consider is to cut down regional flights/intercontinental flights by opening bases in country with huge domestic market. The flights operate from ur new hubs to the same country will be count as domestic.

A quick example:
If you have 5 routes flying from Paris to US. Then u can open one base in the US and cut down the 5 routes to maybe one or 2 main one and then use ur new base to serve all the other cities in the US. Those will be counted against the "domestic limit" as those are considered domestic flights to the US (ur new base)

Also i have increased the max regional routes allowed. As this is probably necessary to conquer more countries

Yes! It's very limited I agree

I just need to work on making it challenging, as doing intercontinental routes can be little bit too lucrative . I am thinking to add several more grades after reputation 100 and it would give less limit boost than lower grade. Hmmmmm thinking thinking
