The idea was just not counting foreign passengers coming to the country, instead it counts what the airline serves to transport local residents to the outside world.

Im not sure why we count transits though lol probably some reason that i dun even remember ....

We will revisit that for V2. It probably will only count pax that truly originates from this country only
