Last night I decided to rebuild my airline, and started in Santiago, Chile. I opened numerous domestic routes within Chile and a few international ones, as well as opening a base in Dallas, Texas then deciding that airport was fairly saturated, closing the base and opening one at Fort Smith, Arkansas. I then opened multiple domestic routes from Fort Smith and upgraded the base size a couple of times attempting to get more slots, but none were awarded. After almost a day, my service level has increased to ~3 and all my routes from Fort Smith are at 100%, but I've still only got 10 slots. I have, however, got more slots since starting in Santiago.

I have the same problem. Currently in the process of rebuilding my airline, but immensely held back by the lack of slots airports are offering. I have plenty of money and aircraft, but without slots I cannot put that to use.
One of my bases is currently scale 3 with only 20 slots, meaning I can only operate a small number of routes on a lower than desired frequency. All of those 20 slots have been taken up since the first day and none have been added ever since.
My other bases are even worse, only offering 10 slots which too are all occupied since day one.

Just have to wait for a bit longer. U should be able to get more slots
It's mostly based on Loyalty of the airport
