Another milestone achieved!
In V2, delegates can be used in several ways - we have shown flight negotiation before.
And now we are going to demonstrate assigning delegate to develop better relationship with countries.
When a delegate first assigned to a country, it will start off as level 1 - Novice. The delegate would advance the longer he's assigned : Novice -> Established -> Experienced -> Veteran.
The higher the level, the more it helps with achieving a better relationship with the target country.
