Definition of "Domestic" and "Regional" flights

The limit of the number of domestic and regional flights does not work well with small countries, in Europe in particular. With so many small countries packed so closely together, the large number of available domestic routes cannot be meaningfully used, while the small number of regional routes available severely limits growth potential from the beginning. Please consider revising either how the two types of routes are distinguished and/or the limit of routes that an airline can have.

This should be at least partially mitigated by the way those caps work: you get a large increase in domestic flights for each base in a large country, and a large increase in regional flights for each base in a small country.

I agree.
Limitations on the number of domestic/regional/intercontinental flights are destroying the game.

I would like to have 90% of the market in only one city, I should not be forced to have multiple bases. Currently I have 5 and still only allowed 6 intercontinental flights.
