Delegate Questions/Concerns

Good morning! I caveat this feedback and these questions with the disclaimer that it's still early and there is a lot of research to be done, but here are a few items I've noticed/questions I have regarding the delegate system.

- When delegates are used to strengthen relationships with countries, do they retain their experience level after reassignment? Example: I have two with the UK. They're level 1 and will likely go to level 2 before I open a route there. If I pull them and use them again later, does the game keep track of their being level 2 delegates?

- Tied into the above, if I do pull them, I can't find anywhere that tells me their experience level other than the relationship screen for the country of their assignment.

- One needs a certain relationship to be able to launch an IC route to a non-gateway city as a first entry into that country. Using my UK example, I can pretty much only launch LHR unless I assign a substantial number of delegates and/or leave them with that country for an extensive period of time. This could disproportionately affect carriers who have bases at the gateways in a number of ways:
     1) More carriers would probably set up hubs at gateways to avoid needing so many delegates
     2) More routes would get launched to these airports, disproportionately helping, or possibly even hurting, hub carriers there
     3) One must open routes that aren't needed for one's network as a substitute until the desired route can be launched, resulting in the waste of a limited resource (IC routes) and delaying the desired expansion.

I'll update the list as I go, but this is what I've noticed thus far.

Delegates once pulled out will be reset.

As for IC, that is intentional. Indeed you would need to setup a route to hub city first, or even a base, then later on move to the other non gateway hub if you have gained enough favor with the country. I might tho, remove the requirement of having established route tho. So one airline *might* send a number of delegates to improve tie and directly operate to a non gateway city if the relationship is high enough.

As for gateway city, it is intentional that most airlines will likely establish a hub there (at least the first one*) it's a bit of boon and bust - it will be highly competitive but highly connected (alot of transit). This is the nature of gateway city and we are testing how it will pan out
